Besides user-friendly applications, the reliability and timeliness of all the (geo) data is important. In the cold phase of a disaster, the same spatial information is needed to create safe situations so that disasters can be prevented.

The basis for the Eagle Suite is the Esri ArcGIS platform. This platform has a modular structure and is fully scalable. Certain issues that otherwise need to be regulated seperately can now be regulated at the level of the GIS platform, which is more efficient.

Using a standard GIS platform offers the following benefits:

The scalability of the GIS platform offers possibilities to expand the system both within the own (operational) domain and outside the own domain (chain partners). With Eagle Playback, all steps taken during an incident, can be played back for evaluation purposes. All operations within the Eagle Crisis Management Suite are logged with a date / time stamp and user information, this makes it possible to monitor the different steps taken in the incident again. Eagle Playback offers a (time slider) function , enabling the development of an incident from moment to moment.
With Eagle Playback, choices may subsequently be evaluated and what-if 'scenarios can be runned. Eagle Playback can also be used to exercise scenarios or conduct serious games based on true incidents. This functionality can provide valuable insights for future emergency response.
The Eagle Crisis Management Suite includes functionality for operational, tactical and strategic information exchange for decision-making. The crisis management suite consists of three applications for Command and Control: Advanced, Basic and Text.

Eagle Mobile is part of the Eagle Crisis Management Suite, but can also be used in daily operations. With Eagle Mobile, vehicles can trace each other. Moreover, two-way communication between the vehicle and the control room or action center can take place. New information and relevant map layers can be added easily. Currently, a connection with the emergency room is realised, so that direct navigation to the location of the incident is possible.

With Eagle Planning you can manage all fragile objects in a simple and fast way. Besides optimal management of your data, the new module also automates, the production planning of the accessibility maps and plans of attack. These maps can then be consulted in digital or paper form in the vehicle.

Inspections of, for example, water supply points are crucial tasks in ensuring effective deployment of equipments. It is therefore important that the inspection is done in a uniform manner, with minimal effort. inspections take place on streets and in rural areas, where no one has access to the information desk in the central computer.
To enable efficient and effective inventories and inspections outside the office environment, Eagle Inspection is developed based on ArcGIS ArcPad and runs on a tablet PC or PDA, but can also be installed in a vehicle. Simple forms with custom menus are used to submit and save observations.
Back at the office the data is transferred into a central geo database and made available for the organisation. If your corps has available CityGIS Eagle Mobile or Navigator, you can see the result of the inspection in the vehicle as well. In this variant, unnecessary element (e.g. hydrants) are hidden in the map. Underwater these elements remain in the database and once repaired again will be visible in the map.
The ArcGIS platform is the basis of the product suite.

The crisis management system Eagle will give help the Punjab province of Pakistan. The system operates to gain control of the local emergency responders to the big flood disaster. A team of volunteers of Esri Nederland and Geodan and is locally working in Lahore to install Eagle, deploy and order data. The team will also train the 40 local emergency responders.

A fire in national parks can spread rapidly, the burning dunes of Bergen did confirm. With such major calamities, communication and logistics are essential. Fire is still quenched with water, but the fire department uses more high-tech equipment for the advancing flames under control. This article (in Dutch) discribes the case.
