In the entire safety chain (pro-action, prevention, preparation, repression, care) a good understanding of the spatial aspects are essential.  Besides user-friendly applications, the reliability and timeliness of all the (geo) data is important. In the cold phase is the same spatial information needed to create safe situations so disasters can be prevented.
